I keep fighting with my mom and sister.?

Ok well me and my mom constantly fight. And the cause of it is my little 8 year old sister. By the way I am 14. Anyways my little sister always gets her way and barley ever gets in trouble. Its liek she runs everyone in the house's life. And my little sister is always mean to my moms boyfriend's 4 year old daughter, but they never do anything about it. and they always make his daughter in time out, but barely my sister. And my sister always complains if she stays up 5 minutes extra or anything, and my mom and her boyfriend make his daughter go to bed right away or sit her in time out right away for doing nothing bad but only casue my sister told. and my mom says that she is gonna start putting us in trouble if we tattle or complain about someone else. and she said this about a month or two ago. and my sister constantly complains and tattles on or about other people, but never gets in trouble, and i do it like once in a while, to see what woulds happen cause i alredy lnpw. guess what... I get in trouble. then when i say that my sister does it all the time, they say its casue they cant punish her because she will just be more bad and that it will eventually make them hit her. which i can say is true, but even when i say that they can take her to counseling or do something, they say ok we will. but the thing is they keep saying this for the past month in a half but they never do. im getting tired of his daughter getting punished non stop and her never getting in trouble and me getting in trouble for doing the same thing she does. Its hell at home. please help. what can i do or say to my mom or sister? ps: if i brig this up with my sister, she calls me a fa*got. and shes 8. I dont know where she got it eithier. and all that happens is my mom says dont say that, but if i just call her stupid, or tell her to shut up, i get in big trouble when an 8yr old can say that word and not get in trouble. so i cant really say anything to her. and for my mom, she just yells at me and tells me i am wrong, casue what i think is she doesnt want to admit that she is wrong. so i cant really say anything to her eithier. and i told her boyfriend about this privatley, but he says he will talk to her and he even says he agrees with me, but he never does, and if i say yeah you did agree, he says no i didnt. so i cant talk to him eithier. and school counselors dont help at all. so i cant talk to them eithier.
