Is a notary public similar to a commissioner of oaths?

I am an American citizen. I have to have an affidavit signed from Canada and the barrister said to have a "commissioner of oaths" sign it. I have never heard that term before. In America, is that the same as a notary? Will my doent be legal in Canada if I take it to someone who is known as a notary public here?
