My dominate 18 month old poodle pup has really started pushing his brother around. What role do I play?

I don't know whether to ignore their fights or stop them. I don't like the way one always tries to 'be my dog' just to torment the other. Then the other trys to get my attention 100% just to make the original dog riled up. I have had to separate their food from each other ; they can be a pain...
