Random noose bleeds, ruining my health, help?!?

its not from dehydration, at one time a doctor said its just irritated but its been literally months. it goes away for a few weeks then comes back way way worse. Ive never had an allergy and i just want this to stop. its embaring, especially when its so bad that im coughing it at the same time. HELP HELP HELP!!
